Rugby Football Union (RFU) chief executive Francis Baron said the players have refused to speak to detectives following legal advice.
Lawyers have advised them not to comment until a formal complaint is made.
Mr Baron said the players were "desperate" to clear their names are are "upset and very frustrated" at not being able to.
He said: "The police have mentioned, through our legal representatives, four names.
"Each of the individuals has denied any wrong-doing in the strongest terms.
